They keep the backlog visible and accessible to the team and stakeholders, ensuring it is refined and ready for upcoming work (availability). They also determine the priority of items, ordering them to maximize value and align with the product goals, based on feedback, risk, dependencies, and market changes (ordering). While the Scrum Master facilitates the process and Developers contribute to refinement, the ownership and decision-making authority for the backlog lie with the Product Owner. Stakeholders provide input, but do not own or order the backlog.
